Introduction

Background

UAE Legal Framework

The United Arab Emirates has established a comprehensive legal and policy framework to ensure the rights and dignity of People of Determination:

Federal Law No. 29 of 2006

(as amended by Federal Law No. 2 of 2014) on the Rights of People with Special Needs establishes rights including equal access to services, employment opportunities, education, healthcare, transportation, and social integration.

UAE National Policy for Empowering People of Determination

Aims to build an inclusive and barrier-free society, ensure equal access to services, promote independence and dignity, and foster social integration.

Dubai Accessibility Code

Provides specific standards for physical accessibility, digital accessibility, service accessibility, and communication accessibility.

UN Convention on the Rights of Persons with Disabilities

The UAE ratified the CRPD in 2010, which guides our approach to accessibility and inclusion.

What is Considered a Disability?

In alignment with UAE law and the terminology preferred by the UAE government, ZorgSocial uses the term "People of Determination" to refer to individuals with disabilities. This positive terminology reflects the UAE's recognition of the achievements and contributions of people with disabilities.

Disabilities covered under UAE law include both visible and invisible disabilities, whether temporary, short-term, long-term, or permanent. The emphasis is not on specific disabilities, but on removing barriers to accessibility of goods, services, and opportunities.

5. Non-Discrimination

Prohibiting discrimination on the basis of disability in all aspects of service delivery and employment.

6. Reasonable Accommodation

Providing necessary modifications to ensure People of Determination can access services and opportunities.

Assistive Devices
